On December 8, the second Global Education Policy Forum and the SCO Academic Forum on Teacher Education was held at the Normal College of Qingdao University (the main venue). Professor Knalid Manzoo Butt of Punjab University in Pakistan, Professor Zhao Juming of Huazhong University of Science and Technology (Canadian), Dr. ZHAO Yu of Melbourne University in Australia, Dr. Yuri Pavlov of Syracuse University in the United States (Belarusian), Professor ZHANG Yang of the University of Hawaii in the United States, Professor LEI Jing of Syracuse University in the United States, Dr. Mike LI of the University of Waikato in New Zealand, Dr. Jenny SONG of the University of Technology in Waikato, New Zealand Ten scholars from eight countries and regions, including Professor Yin Hongbiao of the Chinese University of Hong Kong, conducted online academic reports; Professor Song Wenhong, Professor Ma Yong, Professor Sun Kai, Professor Chen Kaiquan and Associate Professor Zhao Zongjin of Ocean University of China; Professor Li Fuhua, Professor Sun Baicai, Professor Lv Cixian of Qingdao University and all teachers of the Institute of Education Development; The postgraduates of the two universities majoring in educational economy and management jointly participated in the forum.
At the beginning of the meeting, Vice President Li Jun made a speech, expressing warm welcome to experts and scholars at home and abroad, placing expectations on the educational policy in the global perspective and the theme of the SCO Normal Education Conference, and introducing the history and development status of Qingdao University and Normal College. He pointed out that this forum was an international conference that further expanded to eight countries and regions, including the United States, Japan, Australia, New Zealand and Pakistan, on the basis of the cooperation between Qingdao University and Ocean University of China in the five postgraduate forums. It not only incorporated the elements of SCO, but also incorporated the elements of teachers' training. It focused on education policies in a global perspective, discussed education reform and innovation in the new era, and wished the conference a complete success.
Later, Vice President Liu Yong made a speech, pointing out that under the general background of thoroughly implementing and learning the spirit of the 20th National Congress of the Communist Party of China, the Forum conducted in-depth discussions on the development of education policies and teacher education in the global perspective. The two universities made full use of the good platform built by the conference to strengthen exchanges and cooperation, and jointly contribute to accelerating the development of education, science and technology, and talent.
After the opening ceremony, Professor ZHAO Juming of Huazhong University of Science and Technology shared a keynote report on the theme of "From Following to Leading: Transformation of China's Research Universities under the Sino US Science and Technology Competition". He believes that in today's world, the United States is the leader and China is the follower. Based on Huawei's development bottleneck and Li Zhiwen's analysis of Chinese universities, this paper analyzes the current challenges faced by research universities and points out that China must complete the transformation from a runner to a leader as soon as possible to achieve its development goals. The theme shared by Professor Liu Wenjun of Toyo University of Japan was "The Development Trend and Enlightenment of Japanese Postgraduate Education". She analyzed the changes in the discipline structure of Japanese postgraduates, the status of postgraduates obtaining degrees, and the employment status of postgraduates after graduation, and explained the reasons why the number of Japanese postgraduates began to stop and decrease. The sharing theme of Professor LEI Jing of Syracuse University is An Analysis of National EdTech Policies. By analyzing the latest education planning technologies in Europe and the United States, he discussed the priorities, global development trends and regional differences of using technology to improve and change education around the world, and pointed out the educational technology challenges faced by most countries. The theme of Professor ZHANG Yang of the University of Hawaii is "Qualitative Data and University Governance". He shared how the University Research Office of Hawaii collected, analyzed, reported and shared information by designing open questionnaires, and demonstrated the self-developed interactive network applications and programs for analyzing and using qualitative data. Professor Knaid Manzoo Butt of Punjab University in Pakistan shared the topic "Quality and MeaningTeaching: Policies and Practices", pointing out that teachers play an important role in the education system, but in most third world countries, teacher training has not received the necessary attention. Teacher education needs to be carefully planned and implemented. It should receive pre service training, and training courses should also be conducted at different stages of work, so that teachers can have a sensitive understanding of modern needs and how to practice. The topic shared by Professor Lv Cixian of Qingdao University is "How to better promote the accumulation of human capital of vulnerable groups in the context of common prosperity". He analyzed the nature of common prosperity, the relationship between common education and educational equity, how to better promote the education of children of vulnerable groups, the accumulation of human capital and even promote common prosperity, and the mechanism of education to promote the accumulation of human capital of vulnerable children, which has responded to the requirements of the 20th National Congress of the Communist Party of China to speed up the construction of a high-quality education system, develop quality education and promote education equity.
Professor Yin Hongbiao of the Chinese University of Hong Kong of China shared the topic "How to integrate teacher ethics into teachers' professional standards: the course of Hong Kong", pointing out that teaching is a moral activity, so there are specific requirements for teachers' personal character. He shared the ethics and professional norms that teachers should abide by, as defined in the two professional standards for teachers issued by Hong Kong since its return to the motherland.
The topic shared by Professor Ma Yong of Ocean University of China is "Phenomenon, Problems and Resolution of Decreasing Effectiveness of Marine Education Policies". He mentioned that the process of exerting effectiveness of marine education policies shows a gradual increase and then a gradual decrease, and pointed out that the diminishing effectiveness of marine education policies is superficial, and the problem of diminishing effectiveness is implicit.
Dr. ZHAO Yu, from the University of Melbourne, Australia, shared the theme of "Employability and Curriculum Internationalization", pointing out that the COVID-19 has brought many impacts on our work and life, virtual teams have also been widely used, and their cooperation has also posed new challenges to the cultivation of talents in the post epidemic era. She took the case analysis report of virtual team cooperation as one of the student achievement assessments, making the case analysis more international and making substantial preparations for students to enter the international talent market.
The sharing theme of Dr. Mike LI of Waikato University in New Zealand is Understanding Students' Aspiration to Science - A New Zealand Case. He pointed out that one of the links of recent scientific education research is students' desire for science. In the past decade, students' research on science has revealed their habits of scientific education. He also introduced the complex factors that affect the formation of students' will in combination with New Zealand's education policy.
The topic shared by Dr. Yuri Pavlov of Syracuse University was "The exploration of idea exchange, content focus, and deep levels of learning in collaborative asynchronous online discussions", which pointed out the analysis of project management course content and discussed the relevant content of students' in-depth learning and asynchronous online discussions.
Dr. Jenny Song of Waikato Institute of Technology in New Zealand shared the theme of Nursing education in New Zealand - A development perspective. New Zealand is the first country in the world to have registered nurses under the Nurse Registration Act. She explored the consistency of nursing education in New Zealand with the national higher education strategy, meeting the needs of learners and promoting the development of nursing profession from three aspects: the strategy of higher education in New Zealand, the status quo of nursing education and the prospect of future trends.
At the 5th Academic Forum for Postgraduates of Educational Economics and Management, 10 students including Wang Ying of Ocean University of China and Wang Yanan of Qingdao University gave academic reports.
The ten graduate students are fluent in language and clear in logic, and have well demonstrated their academic research achievements. After review, the forum selected two first prizes, four second prizes and four third prizes. This forum is not only a blend of wisdom, but also an academic feast, stirring up new ideas and generating academic resonance.
At the end of the meeting, Professor Li Fuhua, Dean of Qingdao Institute of Education Development, Qingdao University, made a concluding speech. He thanked the scholars at home and abroad for their great attention to the conference, and mentioned that teachers should conduct in-depth original research and lead students to become academic "leaders". He deeply felt the academic progress of the postgraduates of the two universities in the five forums, and they were able to flexibly use various educational research methods to focus on the frontier issues of education.
