Since its establishment in 2001，the Shanghai Cooperation Organization (SCO) has always followed the "Shanghai Spirit"of "mutual trust, mutual advantage, equality, joint consultations, respect for cultural diversity and the desire for joint development" for more than 20 years, and has made important theoretical and practical explorations to build a new type of international relations and a community with a shared future for humanity.

On September 17, 2021, President XiJinpingannounced at the 21st Meeting of the Council of Heads of Member States of SCO ,that China would establish the China-SCO Institute of Economy and Trade to help the development of SCO multilateral economic and trade cooperation. The establishment of China-SCO Institute of Economy and Trade is a major initiative put forward by President Xi Jinping with a view to promoting economic and trade cooperation among SCO countries and deepening the connection between the people of regional countries. With the strong support of the Ministry of Education, the Ministry of Commerce, the Ministry of Foreign Affairsas well as other relevant national ministries and commissions, and under the careful guidance of Shandong ProvincialPeople's Governmentand Qingdao Municipal People's Government, China-SCO Institute of Economyand Trade is determinedtotake the China-SCO Local Economic and Trade Cooperation Demonstration Area as the main body of promotionand Qingdao University as the main body of implementation. It will implement the president responsibility system under the leadership of the Council, focus on building a "Economic and Trade +" discipline system, cultivate innovative economic and trade talents who are familiar with the national conditions of SCO countries, understand international rules well and service the "Belt and Road", and help the development of multilateral economy and trade.

On January 13, 2022, China-SCO Institute of Economy and Trade was officially inaugurated in Qingdao. Yu Jianhua, Deputy Secretary of the Leading Party Group, International Trade Negotiator and Vice Minister of Commerce, Le Yucheng, Vice Minister of Foreign Affairs, Tian Xuejun, Vice Minister of Education, Sherali Jonon, Deputy Secretary General of the SCO,

and the diplomatic envoys from Russia, Tajikistan, Uzbekistan and Pakistan to China delivered video speeches respectively. Lu Zhiyuan, Member of the Standing Committee of the CPC Shandong Provincial Committee and Secretary of the CPC QingdaoMunicipal Committee, and Wang Xinfu, Vice Governor of Shandong Province, jointly unveiled the China-SCO Institute of Economy and Trade.On the morning of January 18, 2022, the inaugural meeting of the Council of the China-SCO Institute of Economy and Trade and the listing ceremony of the Institute were grandly held in the China-SCO Local Economic and Trade Cooperation Demonstration Area. Liu Jianjun, Member of the Standing Committee of Qingdao Municipal Party Committee,

Secretary of Jiaozhou Municipal Party Committee, Secretary of the Party Working Committee and Director of the Management Committee of SCO Demonstration Area, and Hu Jinyan, Secretary of the Party Committee of Qingdao University, were elected as the Chairmen and jointly listed for the Institute. Xia Dongwei, President of Qingdao University, was appointed as the first president. Meanwhile, theRegulations of China-SCO Institute of Economy and Trade (Draft)and the Development Plan of China-SCO Institute of Economy and Trade were reviewed and approved.

Since the establishment of China-SCO Institute of Economy and Trade, adhering to the principle of "training, preparation, strivingand application at the same time",aswell asthe concept ofwideconsultation, joint construction, sharing and openness, and based on the actual needs of all parties of the SCO, the Institute has successively carried out 28 foreign aid training and economic and trade training courses such as international logistics transportationand cross-border e-commerce, covering 43 SCO countries andothers along the "Belt and Road" routes , more than 3000 people.

Chinese civilization has always advocated "All people under the heaven are of one family and all nations should live in harmony". Standing at a new historical starting point,with the strong support of relevant national ministries and commissions and relevant provincial and municipal offices, the Institute will adhere to the international positioning,highlight open school running, lead the high-quality development with the new school running concept, and achieve high levels, characteristics and achievements in four aspects: personnel training, talent training, scientific and technological cooperationand think tank construction. We will jointly build a new platform for influential education cooperation serving SCO countriesandothersalong the "Belt and Road" routes, and make important contributions to the constructionof a community with a shared future for humanity!
