On the morning of July 30, the establishment of the Shanghai Cooperation Economic and Trade Legal Service Research Institute and the high-quality development seminar were held in the conference center of the municipal organs. Sun Ruiyun, a fourth-level researcher of the Judicial Assistance Division of the International Cooperation Bureau of the Ministry of Justice, Han Yongan, vice president of the All-China Lawyers Association, director of the "Belt and Road" Lawyers Alliance Xi'an Center and the SCO Legal Service Committee Xi'an Center, and director of Shaanxi Yongjiaxin Law Firm , Li Lingyun, Deputy Director of the Lawyer Work Office of Shandong Provincial Department of Justice, Wan Zhendong, Secretary of the Party Committee and Director of Qingdao Municipal Bureau of Justice, Deputy Director of the Trade Friction Legal Advisory Committee of the China Council for the Promotion of International Trade, and the presisent of the Silk Road Regional Cooperation and Development Law Institute of Northwest University of Political Science and Law, Wang Han, executive director of the foreign-related legal research center of the national think tank base, Geng Baojian, president of Xinjiang Lawyers Association and director of Xinjiang Yuanzheng Shengye Law Firm, and Chu Beiping, vice president of Dalian Maritime University, attended the meeting. The ceremony was presided over by Xiao Jiangnan, Executive Dean of the SCO Insitute of Economics and Trade, Member of the Standing Committee of the Party Committee and Vice President of Qingdao University.

In his speech, Zhang Yuebo congratulated the establishment of the SCO Economic and Trade Legal Service Research Institute. He pointed out that on September 17, 2021, President Xi Jinping announced at the 21st meeting of the Council of Heads of State of the Shanghai Cooperation Organization that the establishment of the China-Shanghai Cooperation Organization Institute of Economics and Trade was a major strategic task that fell to Qingdao and Qingdao University. Relying on the SCO Institute of Economics and Trade, the SCO Economic and Trade Legal Service Research Institute, as a research institution serving the national strategy, will surely focus on the spirit of serving the Party and the government, and conduct in-depth development of SCO member states and countries along the “Belt and Road”. Research on economic and trade policies, legal services and opening-up strategies, serve practical work, focus on future development, and produce high-quality ideological products and research results. Zhang Yuebo emphasized that the SCO Economic and Trade Legal Service Research Institute should adhere to the internationalization of exchanges and cooperation, actively cooperate with foreign think tanks and relevant research institutions, strengthen academic exchanges and discussions, and continuously enhance Qingdao's international influence. It is expected that the SCO Economic and Trade Legal Service Research Institute will adhere to localization, take advantage of Qingdao's resources, open schools, and establish an interactive mechanism with Qingdao municipal government departments, enterprises and universities, especially to strengthen contact and cooperation with Qingdao economic and trade institutions and foreign-related legal service institutions, thus providing strong support to improve the economic and trade quality of Qingdao and the level of foreign-related legal services.

In his speech, Xia Dongwei congratulated the establishment of the SCO Economic and Trade Legal Service Research Institute and the convening of the high-quality development seminar. He extended a warm welcome to the arrival of leaders, experts and guests, and expressed sincere thanks to concern and support for the school's development over the years. Xia Dongwei introduced the development of Qingdao University to the guests, and emphasized that since the establishment of the Shanghai Cooperation Organization Institute of Economic and Trade one year ago, under the care and guidance of relevant national ministries, provincial and municipal governments and people from all walks of life at home and abroad, the Shanghai Cooperation Organization Demonstration Zone is the main body of promotion and Qingdao University is the main body of implementation, focusing on the four major areas of "personnel training, talent training, think tank construction, and scientific and technological cooperation”, various activities have been carried out to promote policy communication, unimpeded trade, financial integration, and people-to-people bonds. We held the unveiling ceremony and high-quality development seminar of the SCO Economic and Trade Legal Service Research Institute, which is an important measure to implement the spirit of President Xi Jinping's important speech, promote economic and trade cooperation among SCO countries, and deepen people-to-people bonds between countries in the region. The SCO Economic and Trade Legal Service Research Institute aims to build an important academic platform in the field of foreign-related rule of law, a think tank for political advice, a talent training base, and a window for displaying achievements. At the meeting, Zhang Yuebo, Sun Ruiyun, Han Yongan, Li Lingyun, Xia Dongwei and Wan Zhendong jointly unveiled the SCO Economic and Trade Legal Service Research Institute. Xiao Jiangnan issued letters of appointment to the 12 newly-appointed offline researchers. On behalf of the institute, Xiao Jiangnan signed a cooperation agreement with GRAD Law Firm in Moscow, Dalian Maritime University and other relevant cooperation units.

After the appointment signing ceremony, a seminar on high-quality development of SCO's economic and trade legal services was held. Wang Han, deputy director of the Trade Friction Legal Advisory Committee of the China Council for the Promotion of International Trade and dean of the Silk Road Regional Cooperation and Development Law Institute of Northwest University of Political Science and Law, gave a speech entitled "The Belt and Road High-quality Development and the Opportunities of my country's Foreign-related Legal Service Industry" and Mission”, Geng Baojian, President of Xinjiang Lawyers Association and Director of Xinjiang Yuanzheng Shengye Law Firm, made a speech entitled “Promoting the New Development of Foreign-related Legal Services Based on the Core Area of the Silk Road Economic Belt”, the practicing lawyer in Russia and the member of the Arbitration Committee of the Russian Law Society, and expert member of the China-Shanghai Cooperation Organization Economic and Trade Demonstration Zone Development Expert Advisory Committee, Jin Shu, delivered a report titled "Thinking about SCO Legal Research".
