Kou Wenyu, Ph.D. in Economics, visiting professor and visiting scholar at Florida International University, is currently the Dean and Secretary of the Party Committee of the Qingdao Research Institute of the University of International Business and Economics.

From 1984 to 1992, he studied at Liaoning University, and obtained a bachelor's degree in science and a master's degree in economics; from 2001 to 2004, he studied at Renmin University of China and obtained a doctorate degree in economics. From 1988 to 2001, he worked in Shenyang Institute of Chemical Technology and served as secretary of the Youth League Committee and director of the Department of Management Engineering. Since 2004, he has taught at the University of International Business and Economics. In 2006, he was appointed as the assistant to the governor of Haixi Prefecture, Qinghai Province. In 2009, he was appointed as the deputy dean of the Institute of International Economics of the University of International Business and Economics. In 2010, he served as the secretary of the general party branch and vice president of the Institute of International Economics. Since 2016, he has served as the dean and secretary of the party committee of the Qingdao Research Institute of the University of International Business and Economics.

He successively taught "Management", "Enterprise Strategic Management", "Enterprise Economic Activity Analysis", "Economics", "International Economics", "Industrial Organization Theory", "World Economics" for undergraduates, postgraduates and doctoral students History" and other courses. He has published dozens of papers in important academic journals such as "China Industrial Economy", "Finance and Trade Economy", and important international academic conferences. He presided over and participated in dozens of national and provincial scientific research projects as the main backbone in related fields. He presided over the completion of the "China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone Development Plan", "Research Report on Modern International Trade Demonstration Zone in Qingdao West Coast New Area", "Research Report on Qingdao Eurasian Industrial Park", and "Construction RCEP (Qingdao) Work Plan for the Pilot Base for Innovation in Economic and Trade Cooperation”, which have been adopted by the state and local governments.
