At the signing ceremony of the "Jointly Build the SCO Talent Innovation Highland", Xiao Jiangnan made a keynote report entitled "Based on Qingdao and Integrating into Qingdao to Serve Qingdao - Strengthening the Collaborative Innovation of Government, Industry, University and Research, and Accelerating the Promotion of the Transformation of Qingdao University's Scientific and Technological Achievements" , to recommend the university's scientific and technological research and development and the transformation of achievements.

It is understood that this time, Qingdao University and Qingdao University of Science and Technology, the Institute of Oceanography of the Chinese Academy of Sciences, Shandong Talent Holdings Co., Ltd. and four key universities, research institutes, key state-owned enterprises and the Shanghai Cooperation Demonstration Zone have signed contracts to carry out strategic cooperation, focusing on scientific and technological research and development.
